Chleo A. (Norris) Letcher (1814-1900), is the mother of Sarah (Letcher) Smith.  Chleo (Chloe), wife of Stephen T Letcher. The Family Pictured above, with Chloe Letcher, is her Daughter Sarah (Letcher) Smith, her family & relatives.  George & Sarah's two sons, are pictured, Jeppie & Arthur Smith, with wives and children.  Jeppie's wife Ada, their son Arlan, also Arthur and wife Mary, and their two, Ernest & Murrel (Eva) Smith. 

My guess is, this picture was taken in 1900, Chleo died in December.
